Where the handlers are built, once the things they need exist.

A handler that talks to a database cannot be constructed before the pool is open, and the pool is opened from configuration this builder resolves -- so a builder that took ready-made handlers could not inject anything into them. This is the hook the generated entry point uses to construct a controller with the dao it asked for.
